After a lengthy investigation by VicPD’s Internet Child Exploitation (ICE) investigator into what was described as one of the most extensive collections of child pornography the investigator had ever seen, a United States resident pleaded guilty to Possession of Child Pornography on January 18th, 2017.
In late June 2014, our VicPD ICE investigator began investigating David Robert (later identified as David Stallcup) for child pornography-related offences. The investigator noted that within a 16-day period, over 350 files were shared, of which all were believed to contain child pornography. On March 10th, 2015, VicPD officers executed a search warrant in the 700-block of Fisgard Street where over 20 pieces of evidence were seized. In total, of all the evidence seized from the man’s residence, 775 videos (representing over 139 hours) and over 27,000 images were located, all confirmed to be child pornography pursuant to the Criminal Code.
In April of 2015, an arrest warrant was issued for Stallcup. In June 2015, It was learned that Stallcup was utilizing a false name, David Robert, while he was in Canada and that he was currently in an Oregon jail. For 14 years, Stallcup had been evading police on outstanding charges from the United States creating identities along the way. Stallcup had been using the name David Robert since 2001. He was able to obtain a Registered Nurse certification in the Northwest Territories and had been working at a local facility as a Registered Nurse in Victoria.
Stallcup was traced from Colorado to Alaska to Montana to the Northwest Territories then to Victoria. He assumed various identifies throughout the 20-year period.
Due to the seriousness of the offences in Canada, VicPD’s ICE detective worked with United States authorities to have Stallcup extradited to Canada. On November 16th, 2016, Stallcup was extradited to Canada where he was arrested and transferred back to VicPD. He remains in custody pending sentencing.
