Victoria, B.C. – A 44-year-old man has been arrested and charged following three separate assaults that occurred in downtown Victoria on November 3, 2025.

At approximately 9:00 a.m., police received a report from a woman who stated she was grabbed on the wrist by an unknown man while walking on Yates Street. The victim, who was visibly upset, sought safety inside a nearby business and contacted police. Officers confirmed that the suspect had continued walking toward the downtown core.

A review of CCTV footage obtained from a neighbouring business allowed officers to identify a suspect.

Shortly after 10:20 a.m., Victoria Police received a second report from BC Transit staff that two youths on board a northbound bus had been touched and harassed by an adult male passenger. A BC Transit supervisor who attended the scene observed the suspect exit the bus and maintained visual continuity until police arrived.

Responding officers located and arrested the suspect without incident in the area of Douglas Street near Princess Avenue.

No serious physical injuries were reported. All victims involved were offered support and safety planning resources.

A request for charge approval was forwarded to Crown Counsel, and three counts of Assault contrary to Section 266 of the Criminal Code of Canada have been approved against Rocky LEMELIN.

LEMELIN remains in custody pending a bail hearing.
